Strengthening Canada’s Bilingual Future: New Investments in Francophone Immigration

PGWP program

Canada’s bilingual identity is a key part of its heritage. Supporting French-speaking communities outside Quebec strengthens economic growth, fosters inclusivity, and preserves linguistic diversity. By investing in Francophone immigration, Canada ensures its commitment to bilingualism and cultural enrichment.

On March 20, 2025, in celebration of International Francophonie Day, Rachel Bendayan, Minister of Immigration, Refugees and Citizenship, reaffirmed Canada’s dedication to strengthening Francophone minority communities. The government announced an investment of $9.3 million to support 12 projects aimed at boosting economic and demographic growth within these communities.

These initiatives, managed by the Centre for Innovation in Francophone Immigration and funded through the Francophone Immigration Support Program, are designed to attract more French-speaking immigrants, streamline the recruitment process, and facilitate their transition to permanent residency. Additionally, the projects will focus on data analysis to identify and address key immigration barriers, ensuring a smoother and more effective integration process for newcomers.

“As part of the 2025–2027 Immigration Levels Plan, we will continue to increase our targets for French-speaking permanent residents outside Quebec, bringing them to 8.5% in 2025, 9.5% in 2026, and 10% in 2027. We are proud that, in 2024, we exceeded our ambitious target of 1.21%, reaching 7.21% of admissions of French-speaking permanent residents outside Quebec. The higher targets demonstrate the government’s ongoing commitment to supporting Francophone immigration.” – Hon. Rachel Bendayan, Minister of Immigration, Refugees and Citizenship

Marking this important occasion, Minister Bendayan underscored the vital role of these investments in sustaining vibrant French-speaking communities and preserving Canada’s bilingual identity. By prioritizing Francophone immigration, the government is ensuring that French-speaking newcomers have the resources and opportunities needed to thrive in Canada.
